Admission of citizens of foreign countries to Bachelor's and Specialist programmes within the framework of the common entrance competition

Certain categories of foreign citizens have the right to apply for admission to bachelor's and specialist programmes for state-funded and fee-paying places on an equal basis with Russian applicants. Such categories include:

1. Citizens of Belarus, Kazakhstan, Kyrgyzstan and Tajikistan have the right to apply for state-funded places on general grounds (either through the university's own entrance examinations or through the USE (Unified State Examination) within the framework of the common entrance competition) in accordance with Article 1 of the Intergovernmental Agreement on Granting Equal Rights to Citizens of the States Parties to the Treaty on Deepening Integration in the Economic and Humanitarian Fields dated March 29, 1996, for admission to educational institutions (approved by Decree of the Government of the Russian Federation dated June 22, 1999, No. 662).

In order to use this right, it is necessary to confirm the relevant citizenship and follow the standard admission procedure on general grounds.

2. Citizens of Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan and Ukraine, permanently residing on the territory of the Russian Federation, have the right to apply for state-funded places on general grounds (either through the university's own admission examinations or by the USE within the framework of the common entrance competition) in accordance with the intergovernmental Agreement on Cooperation in the Field of Education dated May 15, 1992, Tashkent. According to this agreement, "persons permanently residing on the territory of one of the States Parties and having the nationality of another State Party shall be granted education at all levels, as well as academic degrees and titles, under the conditions established for citizens of the State Party on which territory they permanently reside."

The necessary condition in this case is that the foreign citizen has a valid residence permit (not to be confused with a temporary residence permit!) in the Russian Federation and submits it together with the application for studying. It is necessary to go through the standard procedure for admission on general grounds.

3. Citizens of Georgia, permanently living in the Russian Federation, have the right to apply for state-funded places on general grounds (either through the university's own entrance examinations or through the USE within the framework of the common entrance competition) in accordance with the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia On Cooperation in the Field of Culture, Science and Education (Resolution of the Government of the Russian Federation dated February 2, 1994, № 43). A mandatory condition is that the foreign citizen has a valid residence permit (not to be confused with a temporary residence permit!) in the Russian Federation and submits it together with the application for studying. It is necessary to follow the standard procedure for admission on general grounds.

4. Compatriots living abroad

Foreign citizens and citizens without citizenship, who are compatriots living abroad, have the right to receive higher education on an equal basis with citizens of the Russian Federation and admission on general competitive conditions, provided that they comply with the requirements stipulated in Article 17 of the Federal Law dated May 24, 1999, № 99-FL, On the State Policy of the Russian Federation in Respect to the Compatriots Living Abroad.

Compatriots are:

  • citizens of the Russian Federation permanently residing outside the Russian Federation;
  • persons and their descendants residing outside the territory of the Russian Federation and belonging, as a rule, to the peoples historically residing on the territory of the Russian Federation;
  • persons who made a free choice in favour of spiritual, cultural and legal ties with the Russian Federation and whose relatives in a direct ascending line previously lived on the territory of the Russian Federation (Art. 1 of the Federal Law "On the State Policy of the Russian Federation Regarding Compatriots Abroad" dated May 24, 1999, № 99-FL).

When applying on a general basis, a compatriot indicates in the application for admission to study the information about admission to study in accordance with Article 17 of the Federal Law № 99-FL and provides copies of documents confirming:

  • USSR citizenship, citizenship or lack thereof at the time of submission, for persons who were citizens of the USSR;
  • former residents of the territory of the Russian State, the Russian Republic, the RSFSR, the USSR, or the Russian Federation, their respective citizenship when they left this territory, and their citizenship or lack thereof at the time of submission — for emigrants;
  • direct lineal descent to the above persons — for descendants of compatriots;
  • residence abroad — for all the above-mentioned people.

List of documents submitted by compatriots to confirm their status:

  • birth certificate of the applicant's parents, confirming their birth on the territory of the Russian State, the Russian Republic, the RSFSR, the USSR, or the Russian Federation (original or notarized copy);
  • the applicant's birth certificate (original or notarized copy);
  • documents confirming the permanent residence of the applicant and his/her parents abroad (original or notarized copy).
